Proctor Ballard of Bardstown, Kentucky (1755-1818).

Proctor Ballard, the son of John Ballard of Madison County, Virginia was among the early settlers of Bardstown, Kentucky. He is known to be named in 1776 with Gabriel Cox, Isaac Morrison, Benjamin Grayson, and Walter Beall as settlers on a tract of land that was then called Salem or Salem Station, but is now known as Bardstown, Kentucky.1 Proctor Ballard is known to have resided at one time in Jefferson County, Kentucky, when his name appears in a poll for delegates for Jefferson county on 3 April 1781.2 Proof of Proctor Ballard’s residency in Bardstown prior to 30 September 1785 appears in the Nelson county Deed Book 1, where a survey of that date lists the beginning point as being at the rear of property containing the home of Proctor Ballard. He had one of the earliest homes in Bardstown on Lot No. 78.3

On 25 March 1812, Proctor testified in a land dispute heard in Nelson County Circuit Court that he was 57 years old (putting his date of birth at 1755), that he moved to Bardstown on 18 March 1782, that Bardstown waqs then called Salem, and that he lived in Bardstown until 1785 or 1786 (“Conrad Curtz vs. Hill, Owing & Bard,” Compiled Records: 1800-1817, pp. 427-28, cited by Roger Futtrell, Sergeant Proctor Ballard,” in Kentucky Ancestors, Vol. 43, No. 2 (Winter 2007) p. 73)). Family tradition holds that Proctor moved from Bardstown to a plantation six miles south of Bardstown on Gilkey’s Run in Nelson County where he operated a whiskey distillery known as Ballard Distillery.4 County estate records show that he died on this plantation.

Proctor was a Sergeant in Clark’s Illinois Regiment during the Revolutionary War.5 A pay voucher for Clark’s Illinois Regiment, Virginia State Troops states “Proctor Ballard, Sgt., Revolutionary War, appears on a Payroll for soldiers serving in the Illinois Department for their pay up to the last of December, 1781. n.d. Amount – 69-14-0″.6 Brumbaugh’s Virginia Revolutionary War Records states that he was an artilleryman with Clark’s Regiment.7

Proctor Ballard married, first, Elizabeth Hammett c. 1775. Proof of the marriage appears in a marriage bond dated 6 March 1804, with the consent of Proctor and Elizabeth Ballard for the marriage of their daughter Nancy Ballard to John Greenwell.8

Proctor’s name appears on a legislative petition dated 24 May 1779 in King George County, “Petition to House of Delegates to Fix the Court Seat Near the Center of the County” (Library of Virginia, Archives Division: Legislative Petitions, Stafford County, 1776-1789) (cited in Stafford County, Virginia Tithables, 1723-1790, by John Vogt and T. William Kethley, Jr. (Athens, Ga.: Iberian Publishing Co., 1990), p. 544..  His name immediately follows that of Alexander (“Alexr”) Simpson and [faded] Simpson; further down the page is the name of Thomas Ballard, followed by William Sharpe, Thomas Sharpe and Robert Sharpe.  This is worth nothing because the will of James Jones of King George County, he being the father of Hannah Jones, who married Benjamin Ballard (c. 1725-1814) recites “Also give to son Charles Jones remainder of part of land lying on mouth of Rush Branch on lower side of Deep Run joining to Thomas Monteith. For want of heirs to fall to Hanah Ballard, daughter of Benjamin Ballard; but if son Charles should marry any of Alexander Simpson’s family all that I have left him shall be taken away & divided among the rest of my children.”  Will of James Jones, dated 9 May 1762, recorded 5 July 1764, King George Co. Will Book A, pp. 210-14.  The Thomas Ballard allied with the Sharpe family was this Benjamin’s brother, and had married Alice Nugent, who was related by marriage to the Sharpe family.  See notes on Thomas Ballard, son of Bland Ballard, Sr. of Spotsylvania County, Virginia (c. 1713-1791).

Elizabeth died at Gilkey Run sometime between February 1805 when she and Proctor gave consent for Catherine’s marriage and August 1806 when Proctor remarried.

On 31 March 1786, he was named an official surveyor in Nelson county.9 He was named Captain of the Nelson County Militia on 8 September 1789.10

On 29 July 1780 he acquired a grant for 325 acres of land on Round Stone Creek. A Nelson county land grant, dated 28 February 1786 for 300 acres on Gilkey Run; in 1795, a grant in Nelson for 500 acres on Pottingers Creek, and in 1795, a grant for 325 acres on Stone Creek in Hardin county, Kentucky.11

He was listed as Justice of the Nelson County Court on the flyleaf of a Nelson County Order Book labeled 1804-1808.

On 2 August 1806, Proctor Ballard and Isaac Thralls signed a bond for an approaching marriage between Ballard and Miss Mary Ann Woodward. They were married on 4 August 1806 in Nelson county, by the first Roman Catholic priest to be ordained in the US, Rev. Stephen Theodore Badin.12 Mary Ann (Woodward) Ballard was born after 1785, as proven by the above mentioned marriage bond. She was born in Maryland, as proven by the 1880 Nelson county census schedule for her son, Thomas Ballard, who lived in “Balltown District.”13

Proctor Ballard died intestate in Nelson county in 1820.14 He was buried in the Old Bardstown Cemetery. Most of the tombstones have been washed bare of their inscriptions, but a memorial marker was prepared by the U.S. Department of the Army and dedicated in the old cemetery on 10 June 1967. The marker reads: “Proctor Ballard, Kentucky, Sergeant, Clark’s Illinois Regiment, Revolutionary War, 1760-1820.”15

Proctor’s widow, Mary Ann (Woodward) Ballard married William Wathen on 1 September 1832 in Nelson county.16

Catherine, born 1775, died 20 August 1838; married on 27 February 1805 George Washington Dawson (born 1755, died 27 April 1838); both are buried on the farm of Samuel Holloway, near Belmont in Bullitt county, Kentucky.

James, born about 1780 at Bardstown, Kentucky, died 10 May 1846 at Holy Cross, Marion county, Kentucky. He married 22 September 1809 (1) Jane Thompson in Bardstown, Kentucky (she was born 1786 in Maryland, died in Kentucky); married (2) Susanna Cisssell on 12 January 1831, the daughter of James Cissell and Susannah Hammett (she was born 21 April 1818, died 30 May 1854 in Marion county, Kentucky).17 The children of James Ballard and Jane Thompson were: 1. Elizabeth (born about 1810, married James Rapier); 2. George Lloyd (born 29 October 1813, died 30 January 1889, Marion county, Kentucky); 3. John Thornton (born 29 July 1815, died 13 February 1910); 4. Diellen (born 1816, died 1921); 5. Charles Thompson (born 1819, died after 1861); 6. James Proctor (born 1822, married Mary Melvina Clayton, who was born in 1833); 7. Bethane (born 1825, died 17 July 1918 in New Haven, Nelson county, Kentucky); 8. Thomas Belgrade (born April 1828, died 25 September 1926, St. Joseph, Daviess county, Kentucky).18

Nancy, married John Greenwell on 7 March 1804.

Lucy, born about 1781, Bardstown, Kentucky, died in Lawrenceville, Lawrence county, Illinois; married Joseph Baird on 15 February 1806. They had eight children.19

John, born 1786, died 26 February 1835 (online transcript of John Amborse Cissell Family Bible [also transcribed below, should the transcript disappear from the Internet]); married Elizabeth Nally, 29 October 1814, the daughter of Barnabas Nally and Chloe James; she was born 1 September 1785 in Maryland, and died after 1850 in Nelson county, Kentucky. Their children were: 1. Elizabeth (born 1815, died before 1837; married 28 February 1834 Linus Cissell); 2. Richard Proctor, born 1816, died January 1881); 3. William R. (died 1880, New Hope, Kentucky); 4. Ann Lucretia (born 2 March 1822, died 15 March 1876, married 25 June 1842 William Russell Holthouser); 5. Charlotte (born 24 July 1823, married 13 January 1845 James Madison Johnson); 6. John P. (born 1828, died after 1863 in Nelson county, Kentucky).20

Greenberry (born 1825, died 15 December 1857 in Nelson county, Kentucky); 2. John Proctor (born 1826, died after 1870); 3. James Willis (born 12 August 1828, died 18 January 1892); 4. Isabella (born 12 August 1828, died 5 November 1895, married 21 October 1850 James R. Cissell, who was born in 1829); 5. George Washington (born 1832, died after 1880); 6. Lucretia Ursula (born 3 August 1835, died after 1870); 7. Treasy (born 1838, married 13 April 1874 Joseph Spalding); 8. Thomas (born 1839); 9. Richard Willis (born 1841, died 5 May 1873).23

William Proctor, born 7 February 1809, died 3 November 1899 in Marion county, Kentucky; was buried in Saint Francis, Marion county, Kentucky. Married (1) Mary Greenwell, who was born 22 April 1811, died 27 December 1841, and was buried in Holy Cross, Marion county, Kentucky. Their children were: 1. Ann Catherine (born 15 June 1830, died 14 February 1903; married 12 February 1849 Joseph W. Dant); 2. Robert S. (born 6 October 1833, died 25 June 1864, married 16 April 1860 Nancy Clayton); 3. Ellen Serene (born 14 May 1838, died 9 September 1895, married 27 November 1855 Henry Hayden; buried St. Raphael Cemetery near West Louisville, Kentucky); 4. Joseph H. (born 27 January 1841, died 19 September 1863). Proctor married (2) Mary Jane Wheeler on 24 March 1842. Their children were: 1. Frances L. Pius Proctor (born 5 May 1849, died 6 March 1918; married 7 May 1878 Annie Holtshouser); 4. Charles Nicholas (born 27 September 1851, married 31 May 1876 Lou B. Smith). Proctor married (3) Mrs Martha Ellen Ford (Tucker) on 10 May 1853, who was born 15 February 1822, died 6 September 1894, and was buried at Saint Francis, Kentucky. Their children were: 1. Janie Carroll (born 25 April 1854, married 28 May 1878 William Ralph Norris); 2. Amanda “Annie” Bell (born 14 January 1856, died 19 November 1907; married 6 October 1886 Felix Fogle); 3. Lucy Ellen “Lou” (born 26 July 1861, died 10 January 1940, Tampa, Florida; married 27 May 1890 John E. Eliston).24  He is interred at Saint Francis of Assisi Catholic Cemetery, Saint Francis, Marion County, Kentucky.

Thomas, born 6 March 1811 in Nelson county, Kentucky, where he died 4 December 1885; married 7 June 1833 (1) Priscilla Cissell, the daughter of James Cissell and Susannah Hammett, who was born 16 January 1812 and died 27 April 1863, both of whom were buried in Holy Cross Cemetery, Holy Cross, Kentucky. He married 25 September 1865 (2) Eliza Clayton Dawson, who was born 11 January 1819, died 17 July 1875. He married 12 October 1875 (3) Mary Caroline Grant, who was born 22 November 1830, died 21 July 1908. The children of Thomas H. Ballard and Priscilla Cissell were: 1. James Neridius. Stephen Bland, born 2 April 1813, died 15 August 1895; married 15 April 1833 Lucinda Mary Roberts, who was born 1814 and died before 1880, the daughter of William Roberts.26 Their children were: 1. Bland Ballard killed himself on December the 13th, 1872 and was found in the woods about 3/4 of a mile, northwest from home, and was buried December the 18th, 1872. My Uncle Charles Cissell was the first one to find him.

  2. I show Mary Jane Wheeler (1823-1894) married John Proctor Ballard (ca 1824 – 1903) s/o Richard Willis Ballard and Treasy Ann Nally and had the following children: 1. Nancy Pauline Ballard (1845 – 1909) 2. Teresa Ann Ballard (1848 – 1874) 3. Juliana (1849 – unk) 4. Mary Isabelle (1851 – unk) 5. Mary Jane (1852 – unk) 6. Mary Delania “Jemima” (1855 – 1932). This last daughter, Jemima is my husband’s great-grandmother. Proctor’s father, Willis signed bond for him to marry. Proctor and Mary Jane can be seen in the 1850 thru 1880 census of Nelson Co. KY. and Proctor is living with his dau. Jemima and her husband Thos. Wm. Norris as a widower in the 1900 census. Proctor’s death notice was in The Kentucky Standard, April 30, 1903, page 4, column 3, Balltown, April 29, 1903: “Mr. Proctor Ballard died last week of old age. Deceased was 80 years of age”.

    • This is just like email, only more public. This blog, after all, is an effort to collect and distill as much information as possible and share it so incorrect information can be ferreted out. I greatly appreciate this — thank you.

      My intention is to maintain comments made to the various pages until I have time to revise them and incorporate new information. I must admit not being an expert on this line; you’ll note that most of the references are to secondary information, relying primarily on research.   3. I wondered about his pioneering to what became of Bardstown in 1775, but fighting the Revolution. Does this suggest he returned to Virginia to fight?
    Also, he went to Bardstown with Gabriel Cox, Isaac Morrison, Walter Beall and Benjamin Grayson. Do you have any letters discussing these men? Do you know where he lived before leaving for KY?

    was 80 years old. Buried at St Louis Cemetery In Louisville. George ‘s wife Sarah Gilkey Ballard
    died in 1876 in Nelson County. Kentucky , Proctor Ballard was with George Rogers Clark in the
    Illinois Territory fighting the Revolution in the west. I also have information that Proctor had a 6th son
    with Mary Ann his name was William born in 1818 was married to Elizabeth Hagan he died in 1851

    • Sorry — didn’t realize that wasn’t explained on that particular page. I tried to have full references on each page.

      That refers to a privately published compilation by Lynne Miller, “Bland Ballard Families” that was published in 2008. Lynne was a tireless researcher, but I don’t always agree with her conclusions. For example, she assumes that the Betsy Tenant named in the will of Bland Ballard (died c. 1791) is a daughter, yet he specifically names his children and she is not among them. And he devises property of much less value to her as well, which suggests to me she was a valued companion, but not family.

    • I know of one direct descendant of Proctor Ballard who is participating in the Ballard yDNA Project. I don’t understand your question — please clarify. Thanks.

    • I’m not a descendant of Proctor, though I test as a close match with a documented descendant. I descend from Dowan Ballard, who according to family tradition is a son of a Bland Ballard.

  6. Elizabeth Cissel – 1815 – died between 1846 and 1848. She had 6 children by Linus Cissell – the last one being born 1 Feb 1846. That child, Ann Levina was baptized when she was 11 years old. Rosie Nalley was listed as her mother. But that is incorrect. Rosie and Linus married in 1848. Elizabeth is my 3rd great grandmother.

    My Name is Brian Edward Ballard. I stopped in to Bardstown this past weekend and found proctor Ballard memorial Grave site. He was my 5 great Grandfather. it was a very moving to see some of my family history. I would love to know more if anyone has any information.

      Proctor was my 5th Great grandfather as well. My grandfather Alton Francis Richardson was born in Howardstown Ky. His father was Joseph Richardson and mother Alice Cissell.

I am a member of the SAR with Proctor as my patriot. My cousin in a member of the DAR. She was able to document our ancestry back to Proctor Ballard. I’ve never tried the DNA route.
